Abstract

In 2010 EU´s final energy consumption for heating and cooling accounted for 47% of its total final energy consumption. According to the Common Vision of the European Technology Platform for Heating and Cooling with Renewables it would be possible to cover around 50% of the European heating and cooling demand by means of renewable energy sources by 2030. For taking advantage of this large potential a long-term research and implementation strategy is necessary which ranges from basic research via implementing programs to legal regulations.

Considering the European level the European Technology Platform for Renewable Heating and Cooling developed a Strategic Research Agenda (SRA) and implementing roadmaps for heating and cooling with renewables.

However, it is not guaranteed that the therein defined research, innovation and development priorities coincide with the Austrian emphases in all items. For technological-strategic reasons it is therefore sensible to support research and innovation with a special Austrian focus in terms of energy policy targets, existing infrastructure and company structures respectively, on the national level.

Within the frame of a stakeholder process with representatives of all relevant industrial associations and research institutes as well as delegates of industries and federal ministries a position paper was developed. This position paper includes all main research and innovation topics related to biomass, geothermal energy, solar thermal energy and heat pumps.

The position paper should support persons responsible for Austrian energy research programs to define main research and innovation topics for renewable heating and cooling within these programs.

In addition, the Austrian EU-program delegates should be supported by means of this paper to introduce the Austrian position within the strategic focuses of EU Horizon 2020.
